Our Team

Dalton Outlaw

President, CEO

A first-generation college graduate and entrepreneur, Dalton Outlaw was born and raised in Saint Paul, Minnesota. He spent much of his early life in the Frogtown and North End neighborhoods.

After graduating from Concordia University, Saint Paul, Dalton decided to give back to his community by starting a business in the city he calls home. To fund his dream, he sold his car and, in 2011, officially opened the doors of Element Boxing and Fitness—a local boxing gym with a mission to serve as a resource for positive change in the community.

Dalton has earned recognition both locally and nationally for his work as a social entrepreneur and his lasting impact on the community. He remains dedicated to putting people first and developing innovative solutions to address challenges and strengthen his community.

Having experienced homelessness and housing insecurity both as a child and an adult, Dalton founded Outlaw Development to provide housing opportunities for Saint Paul's most vulnerable residents.

Beyond his entrepreneurial ventures, Dalton is a devoted husband to Lacee Outlaw and a proud father of five young boys: Dalton Jr. (9), Liam (7), Isaac (4), Mason (3), and Roman (3 months). When he's not working, Dalton enjoys spending quality time with his family, cherishing the moments that ground and inspire him.

Shawn Devine

Vice President, COO

Shawn Devine has over a decade of experience in residential property development, management and entitlement.  Prior to starting his real estate career Shawn worked for close to 15 years as a proprietary bond trader based out of Chicago, Illinois with extended periods in Minneapolis, London and Frankfurt. His educational background includes an MBA from the Carlson School of Management at the University of Minnesota and an undergraduate degree in English from the University of Saint Thomas.
Shawn brings experience with HUD, CDBG, HOME, LIHTC, ARPA and Section 8 subsidy funding, financing and reporting.  He has owned, invested in or structured financing for over $40m of residential real estate during the past decade.  Mr. Devine has worked closely with local municipalities and community representatives to bring affordable housing visions to reality since joining Outlaw Development.
Shawn's background in the financial markets brings a necessary perspective to the current and future pipeline of development projects for Outlaw Development.  Shawn's parents were both social workers and his upbringing adds to the depth of Outlaw Development's commitment to equity, inclusion and wealth creation through affordable housing.

David Wickiser

Real Estate Consultant, Broker

David Wickiser is a seasoned real estate broker with over two decades of experience, earning the trust of his clients through hard work, dedication, and exceptional service. Recognized as a Mpls St. Paul Magazine Super Agent for several consecutive years, David has built a business driven almost entirely by referrals—a testament to the value he provides.

Beyond his career, David is deeply committed to his community. As an appointed member of the Saint Paul Planning Commission and a leader in various local nonprofits, he actively contributes to shaping and supporting the region he serves.

David's career is defined by perseverance, professionalism, and a drive to exceed expectations—qualities that make him a trusted advisor and advocate for his clients.
